As China and Russia strengthen ties, Indo-Sino ties seem to become more fragile, now feebler than at any other time in last decade. India has amplified its rhetoric against China, and Beijing has been frank in expressing concern over India’s planned Agni-V ballistic missile test. From Arunachal Pradesh to Azad Kashmir, there have been several key instances last week in which Indian foreign policymakers seem to have been unnerved, even alleging China is constructing a dam on the Brahmaputra.
Indians argue that that it will take at least three years before Agni-V becomes operational, since it will require four or five more tests, series production, and user-trials by the armed forces. Indians also claim that the 5,000-km strike range of Agni-V is trifling when compared to China’s DongFeng 31A missile, which can hit targets 11,200 km away. An unnamed official source quoted in Indian newspapers state: “China’s missile and nuclear arsenal is leagues ahead of India, capable as it is of hitting any city in India. We can never compete. Our entire focus is on building only credible minimum deterrence against China, not active offensive capabilities.”
I agree—India can never compete with China, and I don’t understand the logic of building “deterrence” when by its own admission India recognizes it is not in the same league as China. Of course there is always more than meets the eye. Agni-V will be mobile and can be moved closer to the Chinese border on short notice, bringing even China’s northern-most city, Habin, within the missile’s strike envelope.
India is also developing Multiple Independently targetable Re-entry Vehicles (MIRV) warheads for the Agni missiles. An MIRV payload is basically several nuclear warheads carried on a single missile, which can be programmed to hit different targets, independent of each other. In effect, this means that even ballistic missile defense systems can be overwhelmed by MIRVs.
Indians claim this is aligned with their nuclear doctrine, which says, “Nuclear retaliation to a first strike will be massive and designed to inflict unacceptable damage.”
The gravity of this doctrine can be accurately understood when you look at other news items in Indo-Sino relations last week.
Indians have been making a commotion about the Brahmaputra dam and China’s alleged involvement in Azad Kashmir. In November 2006 India and China agreed to establish an Expert Level Mechanism to discuss trans-border river issues in an institutional way. Three meetings have been held so far. The Chinese maintain that there are no plans to build any large scale diversion projects on the Brahmaputra River.
But Indians can’t seem to trust this statement or any other promises from China. Reports from New Delhi claim that the Indian government will “ascertain whether there are recent developments that suggest any change in the position conveyed to us by the government of China.”
When Indian premier Manmohan Singh met Chinese president Hu Jintao on the sidelines of the ASEM summit in Beijing, the two men devoted most of their time discussing the Brahmaputra.
And as if clashes over Agni-V and the Brahmaputra were not enough, Indians have been clamoring about Arunachal Pradesh and Azad Kashmir. India has been critical of China’s development activities in Azad Kashmir, and Indian external affairs ministry spokesman Vishnu Prakash was quoted saying, “We hope that the Chinese side will take a long term view of the India-China relations, and cease such activities in areas illegally occupied by Pakistan.”
During a meeting with Pakistan Prime Minister Yusuf Raza Gilani last week, the Chinese president outlined a major project to upgrade the Karakoram highway, which connects the two countries overland, and coordinated Chinese help in the Neelam-Jhelum hydroelectric project in Kashmir. “Howsoever, the international situation may change. The people of China and Pakistan are always joined in hearts and hands,” Hu said at that time.
India’s Ministry of External Affairs (MEA) also claimed that the State of Arunachal Pradesh is an integral and inalienable part of India. The statement was issued by a Ministry spokesman shortly after China expressed “strong” dissatisfaction over Prime Minister Manmohan Singh’s recent visit to Arunachal Pradesh for electioneering.
I can’t keep myself from wondering: Why is India so angst-ridden?
Surely, it cannot be because China has expressed solidarity with Pakistan; after all, Pak-Sino relations reach back through six decades of trust. What is rather interesting—and must also be disconcerting to India— is Russia’s emergent ties with China. It was not long ago that India ditched Russia to draw nearer to the U.S. Until that point, ‘Hindu- Rossi bhai bhai’ was the most popular slogan in India. But things have changed. Both Chinese and Russian media have given extensive coverage to Prime Minister Vladimir Putin’s visit to China on October 12-14, speaking highly of the trip and expressing optimism over the prospects of Russian-Chinese ties.
Last week China and Russia signed 12 agreements, whose total monetary value exceeds $4 billion. The premiers of each country convened to hold their fourteenth regular meeting in Beijing, which included a framework agreement on Russia’s export of natural gas to China, a memorandum of understanding (MOU) on high-speed trains, and an agreement on mutual notification of ballistic missiles and launch of carrier rockets.
The burgeoning dynamics between China-Russia and China-Pakistan are unraveling India, and the New Delhi foreign ministry appears to be in a tail spin.

New Delhi, Oct 21 (PTI) Notwithstanding recent recriminations, China today said its relations with India were on a “very good term” and that the leaders of the two countries are committed to advance the ties in a “cooperative and mutually beneficial” manner. “Nothing should be worried or concerned (about),” Chinese Ambassador to India Zhang Yan told reporters here when asked to comment about the recent war of words between India and China on Arunachal Pradesh and some other issues.
“Our relationship is on a very good term and our leaders and officers-in-charge, including the Chinese Embassy, are committed to advance our relationship in a cooperative and mutually beneficial way,” he said. China recently objected to the visit of Prime Minister Manmohan Singh to Arunachal.
India responded strongly to it and even went ahead to question China”s participation in projects in Pakistan-occupied Kashmir. Zhang said India and China have a lot of common positions on climate change issues and both sides are committed to work closely for the success of the December Copenhagen Summit.
Manjeet, this news just proves Mr. Ibrahim Sahid Malick assertion. Looks like he succeeded in raising this issue so high on agenda that Chinese ambassador had to respond.
28% of Indians live below the poverty line, so do 26% of Pakistan. South Asia is home to 2/5ths of all extremely poor people in the world. 34% of Indians are illiterate, so are 44% of Pakistanis. Again, South Asia is home to the Lions Share of illiterate people. 20% of Indians and 23% of Pakistanis are undernourished.
So when people here decide to shut the other side up by using racial, religious and nationalistic jingoisms, the only thing that comes to mind is, two monkeys sitting on two large disgusting piles of garbage and screaming at each other and throwing garbage at each other.

Dear neighbour, you need to understand the dynamics of the region you live in because the place is the epicenter of the world power politics and unfortunately/fortunately we are a part of it.We live in a world of changing alliances and now wars are not fought btw countries but btw power blocks eg.its not the US fighting against Afghanistan but the whole western powers (NATO) against the Al Qaeeda.
Now coming to your point that why does Pakistan show too much concern about the Indian developments in the region. the answer will become pretty simple if you put yrself in our boots. Sir, it was India who played a anchor role in disintegrating Pakistan into two and its again India who shook hands with us on our eastern border in 2003 and since then started a massive anti-Pakistan drive from our western border (i.e through Afghanistan) and trying level best to repeat the history created in 1971.The dynamics of the region cry out loud about the clear fact that India is a giant in size against Pakistan and so is its military and economy, and at the same time Pakistan has a clear cut minimum deterrance policy which means even our nukes will be used only if India does it first i.e self defence.The whole world saw that in 1998 India tested first and we did it in response to that, it was not our initiative. As many Indians rightly said that Pakistan has a struggling economy and law & order, it makes it clear that we dont afford any misadventure with India and will only hit back hard when India leaves no other option.You people also acknowledge that in the last decade or so India has progressed alot in terms of economy and military which makes its defence capabilities stronger than they ever were. This means India has no imminent threat from Pakistan in near future as we are busy cleaning our own mess. My question is, then why India is not concentrating on her own progress and success and rather investing heavily in a failed state like Afghanistan and making too many consulates near Pakistan’s border??Everyone knows Afghanistan is a landlocked country with absolutely no potential for any substantial imports or exports to India.Do you think by investing in Afghanistan so heavily India is doing any good to its economy or is it mere charity?? Charity seems more convincing, but dont you think charity begins at home! It is not Pakistan who is too worried about India but its the other way. Its the Indian ministers such as Mr.Chidambram who keep commenting about our internal issues and keep giving recommendations.No one from our side comments on India’s ever inflating internal problems, and we never recommend bharat to use its huge high tech military might against the rebels controlling about 40% of its districts.Its the Indian media who starts hue & cry over any military development in Pakistan which actually creates a lot of unnecessary fear among the Indians, without realising that India is way ahead in military buying than Pakistan. India or any other country faces more threat from the immediate neighbors rather than neighbor’s neighbor, which in this case is Afghanistan.Now when it comes to your immediate neighbors they all complain that India finances rebels in their countries, has border disputes with China, Pakistan, Bangladesh and Nepal aswell, and currently diverting waters of Pakistan and Bangladesh. Why doesnt India invest in its immediate neighbors from whom it faces imminent threats (If at all) and that would surely curb terrorism in the region by providing more economic opportunties to people. You know it very well that by blocking waters of agrarian neighbors all you will create is more poverty & drought and leading more youth volunteering to terrorism. Why does this imminent threat doesnt bother India and it rather invests in neighbor’s neighbor who share no border with her, thus lacking the imminent threat? India has 1 Consulate in Pakistan, 3 in Bangladesh, 1 in Nepal, 2 in Srilanka and 3 in China, but the facts from Afghanistan are really really deserve a thought.India has officially declared 14 Indian consulates in Afghanistan, and on ground they have 107 centers, and by any stretch of imagination their is no justification for that other for training and infiltrating terrorists into Pakistan. Before 2002 Pakistanis had not even known the word “suicide bomber” and it was since 2003 when India shook hands on our eastern border and launched massive attacks on us through Afghanistan where their embassies are hardly issuing mere visas.
On the nuclear issue, history is very straìght forward. Obviously enough, Pakistan dint create nuclear tech in a matter of days in 1998 but it was a result of a long struggle, but its a fact that Indian nuclear programme was initiated in 1967 whereas Pakistan’s had a go in 1972 under Zulfiqar Bhutto’s regime.So it was India’s initiation first and also tested them first,but Pakistan had to develop one for its survival and also had to test in response so that their is a balance of power, and it is the balance only which has eliminated the chances of a full scale war. Again you are being naive!

According to Indian newspaper survey Muslims comprise only 5% of employees in India’s big government. The figure for Indian Railways, the country’s biggest employer, is only 4.5%.
Indian Muslims continue to have a paltry representation in the bureaucracy and police – 3% in the powerful Indian Civil Service, 1.8% in foreign service and only 4% in the Indian Police Service. And Muslims account for only 7.8% of the people working in the judiciary.
Indian Muslims are also largely illiterate and poor.
At just under 60%, the community’s literacy rate is lower than the national average of 65%. Only half of Muslim women can read and write. As many as a quarter of Muslim children in the age-group 6-14 have either never attended school or dropped out.
They are also poor – 31% of Muslims are below the country’s poverty line, just a notch above the lowest castes and tribes who remain the poorest of the poor.
To add to the community’s woes are myriad problems relating to “identity, security and equity”. They carry a double burden of being labelled as ‘anti-national’ and as being ‘appeased’ at the same time.
Historians say it is ironic that many Indians bought the Hindu nationalist bogey of ‘Muslim appeasement’ when it had not translated into any major socio-economic gain for the community.
So why has the lot of Indian Muslims remained miserable after six decades of independence?

Or even Lahore… our slums and lower middle class areas are like your wealthy areas.. you have a few rich people building houses in areas that we wouldn’t even want to raise our animals in! So don’t talk about Pakistan’s level of development. Life in India is not like Bollywood wants to portray it… you can try and fool others but those who have seen it know… when foreigners go to India, even to places like Goa which have made commendable efforts to shape up for tourism, they can’t stand the trash and smells and poverty. It exists in Pakistan too, but muchhhhhh much less.
Oh, and yeah, Pakistan was the means through which China and the US started to build relations after a long time. So, whatever relationship China has with the US, it is thanks in large part to Pakistan. Nothing to do with India. India likes to think it’s at the middle of everything Pakistan does. It is true that your aggressive policies force us to react, that is only natural, you geniuses. But we do not react because we are obsessed about India, we react because we are obsessed with Pakistan’s success, and realize that she has a large, lame enemy next door, an aggressive, blind nation ruled by nationalistic idiots who put their country’s short term goals before their religion and any other morale values, a DANGEROUS feature you might also notice in Communists, Nazis/ other Fascists.
I find it strange that Indians wonder why Pakistan might be obsessed with India when your government desperately tries to use most of its diplomatic engagements with other countries (US, Afghanistan, Russian, Iran) as a means to antagonize and marginalize Pakistan… who’s really obsessed? The youth have to avoid going to concerts for fear of bomb blast, the mothers are fearful to go to market places for fear of bomb blast, the men are fearful of going to mosques for fear of bomb blast, the educated are stumbling around when going to universities for fear of bomb blasts … you think we are ENJOYING all this? Try being in our shoes and then blow your fog horn over the internet. We aren’t jokers making each other’s fun and anticipating who will die when, where and by which suicide bomber. We are normal people with normal problems with normal families and normal lifestyle … we just don’t have normal atmosphere to survive and neither do we enjoy seeing others suffer. We get precious few things to smile for and World cup victory was one of them. We are praying for our soldiers, sons of Pakistan, who are going to kill to kill militants. Do you think they are always killing the right people? Do you think there is collateral damage? Are we happy seeing our sons of soil killing our sons of soil, Pakistanis killing Pakistanis, Defenders killing civilians, Army killing Pashtuns/Pathans? Are we happy that innocents around the mad militants are killed?

We do mind our own issues but the problem is that both countries interfere with each others issues and that results in entanglement of the problem. Indians blames Pakistan for their problems and Pakistanis blame India for theirs, its a cycle that won’t end, I guess not even after solving Kashmir issue.
Development in Pakistan is not so easy as it should be. There are too many looters who are willing to strip people of their lawfully earned money, consume the foreign Aide money like drinking water and still escape law one way or the other. There are too many powerful variables to consider when thinking about development and raising your voice is an easy way to get yourself noticed and killed. Even cyber space is not safe because once you come into the tracking system you can be jailed easily on the flimsiest piece of evidence (in fact no evidence, on just bare hunch) for 14 years.
Political parties are no less savage when they think you are against them. The less said the better. I believe the situation is same, if not worse, in many parts of India and how else to let out your steam? Blame the neighbor … if you don’t find any blame, just start abusing and you get a fun match to watch as each side comes to defend their own views and philosophy. We’re just pawns being kicked around for fun by the wealthy and powerful, who have swiss accounts loaded with billions and pockets full of instant cash that can be reimbursed on short notice by looting the people. The biggest example is our OUTSOURCED leadership sitting comfortably on its buttocks in UK and creating havoc in the lives of peace-seeking people via telephone. Don’t know what mistakes our ancestors made that led to such crappiest people coming to power in both countries and forced the true leaders to either watch silently as spectators or meet God on short and urgent notice, never to return back.
Its a headache to see where we started and where we landed, fighting like leashed dogs on hire when we lived peacefully side by side for centuries.

Indian fathers were strongest supporter of phalestine cause… Whole world is against USA aggression in Iraq and Afghanistan. India is a biggest allie of these two countries in this region. India as a big country of this region shud take a leading role … either to stop these countries to interfere in this region or to help them if india consider that they are abslutely right. Why dont india send its army in afghanistan in order to conrol these terrorists??
