Fort Worth, Texas: When Pakistan’s Chief of the Air Staff Rao Qamar Suleman arrived at the reception hosted by Lockheed Martin here tonight there was cause for celebration for both parties: Pakistan and America’s largest defense contractor, Lockheed Martin.
Four years ago when the Bush administration decided to sell 18 F-16s to Pakistan, America’s most useful ally in the war against terrorism, Lockheed Martin was going through serious financial trouble and was at the brink of laying off thousands of employees.
Lockheed has produced more than 4,000 of the versatile F-16s since the late 1970s, nearly half of them for overseas customers. Lockheed and other global defense manufacturers depend on sales of sophisticated military weaponry to boost their bottom line. The company has sold F-16s to 24 countries and makes them overseas, as well, with facilities in Europe, Turkey and Korea.
The Fort Worth plant had about 5,800 workers in January 2004. By January of 2005, it was down to about 5,000, and it was scheduled to cut back to 4,000 by January of 2006. But layoffs were postponed due to substantial orders for Pakistan. In December of 2006 the U.S. government awarded Lockheed Martin an initial $78 million as part of a $144 million contract for long-lead tasks related to the production of 18 new Advanced Block 52 F-16 aircrafts for Pakistan. Earlier in 2006, the governments of Pakistan and the United States had signed a Letter of Offer and Acceptance (LOA) agreeing to the purchase of 18 Block 52 F-16s. The LOA provided Pakistan with an option for an additional 18 aircraft.
The new aircrafts were sold with the intention to modernize Pakistan’s Air Force fleet, bringing a robust and versatile defensive capability to the nation’s military. The final Pakistan F-16 under this contract will be delivered in 2010.
Analysts called the sale of these fighter planes to Pakistan “a happy juxtaposition of the wants and needs” of an ally in the war on terrorism and Lockheed’s troubled F-16 line. The bigger issue for Lockheed was the chance to sell another 100 or more F-16s to India, Pakistan’s longtime rival in the Asian subcontinent.
Lockheed’s production of the popular plane was initially “saved” in 1992 when President George H.W. Bush’s administration announced the sale of 150 F-16s to Taiwan.
The cost of the plane is determined by many variables, including how many are purchased and how they are equipped. It is estimated that an F-16 “with a full tank of gas” costs between $30 million and $40 million, with upgrades, spare parts, and other equipment having the potential to add 150 percent more to the price tag.
Despite the concerns of Indian officials about the sale to Pakistan, American analysts argue the prospect of both countries buying F-16s is a positive. “Two countries that have F-16s have never fought a war,” says Richard Aboulafia, aircraft analyst.
Pakistani officials say they plan to use these aircraft extensively against extremists in Federally Administered Tribal Areas (FATA) and Swat. These aircrafts are equipped with the state-of-the-art radar, Electronic Warfare system and long range air-to-air missiles.
F-16s being delivered to Pakistan today are capable of shooting enemy aircraft from long range distances and are able to destroy ground targets with extreme precision during both day and night.
Pakistanis believe the aircraft will be able to engage targets deep inside enemy territory. While securing the country’s airspace against any aggression, these F-16s will also provide very effective support to Navy and Army.
The delivery of the aircraft would commence in June 2010. In addition, Pakistan has plans to upgrade its old F-16 aircrafts.
As Pakistan’s Air Force leadership arrives here in Texas to attend the “Pakistan F-16 Peace Drive I Inauguration” events, American brokers are also trying to up-sell their guests’ additional F-16 fighters that were recently retired by the United States Air Force.
There is a common belief among American defense brokers that the F-16 Fighting Falcon multirole fighter aircraft provides value for several lower-tier air forces with long-standing requirements that are otherwise unlikely to be addressed in the face of today’s tough economic conditions.
In May of 2009 the United States Air Force Secretary Michael Donley announced that 134 aircrafts, mostly Block 25 F-16s, are being retired to save approximately $3.5 billion over the next five fiscal years. USAF plans to redirect funds towards to expand MQ-1 Predator and MQ-9 Reaper unmanned aerial vehicle capability and build the MC-12 Project Liberty manned intelligence, surveillance, and reconnaissance platform.
Brokers of these old planes claim that many of the F-16C/Ds identified for retirement have plenty of life left in them, particularly if they are upgraded with modern sensors, communications, and weapons. Countries destined to receive these “new” fighters under generous terms from the U.S. would need to be reliable allies. Potential recipients include Bulgaria, Colombia, Croatia, Indonesia, Iraq, Mexico, Pakistan, the Philippines, Romania, and Tunisia.
It is said that Pakistan needs to upgrade older F-16C/Ds and replace even older A/B models. These would serve as a bridge to the delivery of new-build Falcons and new fighters currently under development in cooperation with China.

Ashish I my reply was aimed at Rashid’s post which made me a little touchy. I am fully aware of the need for a strong military and completely favour it. But there are bigger problems here in India which can’t be overlooked. Agreed our forces need the latest equipment to be ready for all challenges for which they are being funded, but, our governement also needs to do a lot to make India a better place to live in for which it is not doing enough.

I quite agree – this is a load of bullshit. So basically what we have here is a flat out statement that the Taliban issue IS going to continue till 2010 since Pakistan will only acquire these jets after 1 year. What I do not understand is that if for argument sake, we say that Taliban presence exists in FATA, why do we need such sophisticated planes when we already have satellite imagery to track GPS coordinates? This technology is as old as 7 – 8 years and still effective. Or re-commission the SR 71’s for the air force and track everything right down to the size of a football and send in the ground troops. Better yet, helicopter gunships with light arms cannons and coordinated satellite GPS can take out hostiles from a distance of up to 2000 meters. But do we really need the highly versatile jets that were designed for combating Russian MIG in dogfights?? I’m no military strategist but as an intel agent, this whole thing is a load of BULLSHIT and sadly, people are being fooled

Indeed it will be a landmark for Pakistan Air Force (PAF) that US Government will provide 18 F-16S to Pakistan. In this ere of technological advancment only air power can prove supermacy in the battle field. Airpower is considered as a backbone in modern warfare.In simple words strong airpower can turn the tables of a war.
So i think Pakistan has the right and it should make its airforce as strong as it can in shortest possible time,some people will might say that Pakistan is a poor and it should concentrate on well being of poor,but these people are not considering the growing number of threats which Pakistan is facing serious threats externaly and internaly.When we talk about threats to Pakistan,india is the biggest threat to Pakistan, it has a large number of army,airforce and navy with nuc capability and the plus point is since 1947 its always been preparing for war.Pakistan fought two big wars with india and Pakistan’s air power played a vital role in either defeating or nutralising the enemy.According to war experts PAF was smaller in quantity but it had the technological edge over IAF which was the cause of its proved success.
I think all Pakistanis should wellcome the efforts to upgrade PAF because only if PAF is strong then Pakistan is strong and it can stand firm against any threat other wise weak countries fell to the mercy of stroger countries.and we can see something similar happened to weak countries life Iraq and Afghanistan by a stronger country the USA.

Dear Ali, I agree with your comments against Faisal Aziz. Some of the Great principles of Jihad tell us.
1. Do not destroy public/private property.
2. Do not kill (or even torture) the children, women and olds.
3. Do not destroy crops in the fields and farms.
4. Do not kill the enemy who has no weapons to fight against you.
5. Do not kill the enemy who’s weapon is out of order even in the battle field to defend himself.
6. After all, suicide is haram (prohibited) in Islam.
Now, which of the above principles are Talibans following?
To some level I am also of the view that all what is happening is not because of Talibans actually. Rather, it is because of America. Talibans on the other hand are of the view that 9/11 was not done by them (and some groups in America itself believe that 9/11 was self created scenario as was created against Vietnam). They did or not, you cannot take revenge from the millions of peoples of the deeds of a group of few people. I can strongly bet that if American forces go back to their boundaries and leave the territories of other nations, the whole world would become a planet of peace.

We are not fighting for the interests of America, Black Water or any other western state. The war against terrorism is for our own sovereignty. I am also against the American presence here. As soon as any we find proof that American and Back Water (if it is also present here) are indulge in terrorist activities here, we will throw them out of our territories. India and Israel are also not exceptional (as there is news that these two are also operating here in the disguise of Talibans). You are right to many extants!!! Have you read my all the comments in this loop? When two parties are at stake, one of them is right and other is wrong. Here, one party is right/true also and other is wrong. But one thing is clear, the way both the parties are operating is wrong. If I remember, Talibans had been having a lot of support in several social groups in Pakistan itself in the near past. But due to their wrong methods to combat, they have lost their all the support.

Anjali Gupta RAPED Indian Air Force
Don’t even think about claiming sexual harassment if you’re a woman in the Indian Air Force. First, your charges will be dismissed. Then, you’ll be put in jail, “for your own protection.” And finally, you’ll be court-martialled on trivial charges, and convicted by a jury that, to add insult to injury, includes two senior women officers (one of whom is Air Marshal Padmavati Bandyopadhyay, the highest-ranking female officer in the Indian military).
Here’s the back-story from Mumbai’s Mid-Day:
“She refused to play ball with senior officers who wanted her to ‘co-operate’ with them in various ways including participating in collecting bribes for recruitment of cooks and others. (Apparently the going rate for a cook in the force is Rs two lakh),” he reveals.
Jitender claims Gupta was forever being harassed for illegal favours. “The more she refused to join them at parties in the night, the more she was harassed.
In fact, Anjali had earlier complained to her seniors about the drunken behavior of Sq Ldr Choudhary who was even issued a Form10 by the IAF.
Every time she complained to higher authorities about malpractices in her department, she would be moved to another department. She was moved around 6-7 times in the last one year,” he states.(Mid-Day)

An Indian Air Force court martial has recommended that Flying Officer Anjali Gupta be cashiered from service. Gupta and her family contend that she is being framed because she brought charges of sexual harassment against superior officers and because she blew the whistle on corrupt deals.
In armed forces’ parlance, “cashiering” is a more severe punishment than “dismissal”. A cashiered officer is denied the privileges of rank and post-service benefits. The five-member jury’s proposal in the court martial headed by Group Captain Ganesh in Bangalore has to be confirmed by Air Chief Marshal S.P. Tyagi.
The court martial has found Gupta guilty of five of seven charges brought against her. She was charged on five counts of financial embezzlement (amounting to Rs 1,080), insubordination, indiscipline, irregularity and conduct unbecoming of an officer. (Calcutta Telegraph)
Oh no, she embezzled 1080 Rupees! (approx. US $25). And let’s see, insubordination (because she says her superior officers were hitting on her?) and indiscipline (because she refused to go along?).
If the Air Force can explain why they found her sexual harassment charges to be false, they really need to do so ASAP. Otherwise, this case case stinks to the high heavens.

10 Indian peacekeepers in Congo sex scandal- Hindustan Times
Fresh investigations into a sex-for-cash scandal involving Indian UN peacekeepers deployed in the Democratic Republic of Congo have revealed that at least 10 soldiers may have had sex with prostitutes. The United Nations code of conduct in Congo prohibits peacekeepers from soliciting prostitutes.
Lifting the lid on their actions, the North Kivu Indian brigade has gathered sufficient evidence to prove the peacekeepers used children to hire Congolese girls for sex in Masisi, an exhausting five-hour drive from Goma.
The UN Organisation Mission in Democratic Republic of Congo (known by its French acronym MONUC) is served by 4,554 troops.
Hindustan Times has learnt that five children have identified the peacekeepers from 1 Jammu and Kashmir Rifles after they were shown photographs of around 100 peacekeepers based in Masisi when allegations of sexual misconduct were made last year.
North Kivu brigade commander Bipin Rawat told HT, “Initial findings confirm their involvement. We have sent our report to the army headquarters in New Delhi and recommended a thorough probe in view of new evidence.”
The peacekeepers involved returned home in April as part of half-yearly troop rotation. Charges against them would be corroborated in India before prosecutions, Rawat said.
The 18,931-strong MONUC, the largest and costliest UN deployment across the globe, is the only mission where troops can be prosecuted for sex with prostitutes. The act falls within the definition of sexual exploitation and abuse.
The investigation conducted by the North Kivu brigade, on the orders of army vice-chief Lieutenant General M.L. Naidu who was here this May, challenges the findings of a previous inquiry by the United Nations’ Office of Internal Oversight Services in Congo.
To the consternation of the Indian Army, the powerful UN investigating agency had charged almost 60 soldiers with soliciting sex from prostitutes and some 40 troops with employing child labour earlier this year. Considering the findings of the army inquiry, the rot may not run as deep as the UN agency had made it out. But pre-emptive measures have been put in place to discipline troops.
Brigadier Rawat has formed flying squads to snoop on his men garrisoned in and around North Kivu’s capital Goma. Raids are regularly conducted at no-go places such as nightclubs, bars and red light areas. The squads include personnel drawn from the Bangladesh military police.
Troops finishing their tenure have been placed under surveillance as sexual abuse and exploitation usually takes place during the last two months, said an officer. There is evidence to prove that posts held by soldiers provide safe haven for such activities.

INDIAN AIR FORCE Personnel’s Wife allegedly Raped in Army Hospital
IAF CHEIF WIFE RAPE STORY REVENGE OF ANJALI GUPTA’S RAPE BY INDIAN AIRFORCE CHIEF.
Chandigarh: Wife of an IAF personnel was allegedly raped at Western Command hospital in Haryana’s Panchkula district and three persons, including two hospital nursing attendants, have been booked for the crime, police said on Monday.
In a complaint filed yesterday, the woman, hailing from Ramgarh in Panchkula, alleged that she had gone to the hospital in Chandimandir on Saturday for physiotherapy. Once she was through with the treatment, she went to see one of her relatives who was admitted in the hospital.
On her way, the 35-year-old woman alleged that, she was dragged to a nearby room by three men, identified as Hottam Singh, Iftikar Khan and another accomplice, who raped her.
Singh and Khan work as nursing attendants in the hospital, police said.
She said Singh also asked her not to disclose the incident to anyone and threatened to make the footage of the rape incident public, if she did so.
The woman has been living with her son after her husband was recently transferred to Jamnagar Air Force Station in Gujarat.
A medical examination of the woman had been conducted and an FIR registered under sections 354 (outraging a woman’s modesty), 376 (rape), 506 (criminal intimidation) and other sections under the Indian Penal Code, the police said.
Panchkula’s Senior Superintendent of Police Sandeep Khirwar said an investigation into the incident was on and Army authorities have been informed.

Rather telling me, you should get your face right. History is thought wrong in India, not in Pakistan. Did you read notorious “Red Cliff Award”? At the time of separation, there were many areas that should be given to Pakistan legally (i.e. Gordaspur, Batna/Batala, Haidarabad, Ferozpur, Amritsear, Jona Garh and J&K etc.). Afghan President, NATO Chief Reject Think Tank Report

KABUL (AFP)–Afghan President Hamid Karzai and the NATO chief led strong criticism Thursday of a European think tank report that said the Taliban were installed in more than half of Afghanistan.
NATO Secretary General Jaap de Hoop Scheffer said The Senlis Council report released Wednesday “should not be considered as realistic.”
“Of course there are parts of Afghanistan where the going is tough from time to time,” he told reporters after talks with Karzai. “We all know that…and we all know that NATO forces are in combat in certain parts of Afghanistan.”
But he added: “The analysis the council makes on the situation in Afghanistan, I simply do not share.”
The report called for NATO’s International Security Assistance Force to be doubled in size to 80,000, saying a study had found that 54% of Afghan territory had a permanent Taliban presence.
ISAF spokesman Brigadier General Carlos Branco said it was unclear where this figure came from.
“We have shortfalls and more troops would be most welcome,” he told AFP. But, “We have not identified a need for 80,000 troops,” he said, labelling the report “sensationalist.”
Karzai was also dismissive, saying there had been clear progress in Afghanistan since the fall of the Taliban government in late 2001.
“There are certain areas in southern parts of Afghanistan, especially close to our border with Pakistan, that see attacks from some of the Taliban elements from time to time,” he said.
And “there are parts of Afghanistan that fall to the Taliban”, he said, but “I do not share the analysis.”
Branco said the claim that insurgents controlled vast areas of unchallenged territory and 54% of Afghan territory had a permanent Taliban presence was baseless.
“They control not more than a handful of districts, even less,” he said adding these were “very small pockets without territorial continuity.”
The insurgents also only moved into areas with limited security presence and had often left before troops arrived to reassert control, he said.
On a statement that “the question now appears not to be whether the Taliban will return to Kabul, but when this will happen,” Branco said: “The shops are open, people are on the streets, it is a normal city.
“It does not seem like a city on the eve of being overtaken by the Taliban.”
The Senlis Council has been pushing for the legalization of Afghanistan’s opium production, which is 93% of that of the whole world, a proposal that the government and the United Nations have flatly rejected.

KABUL : Insurgent attacks and bombs have killed another four US soldiers in Afghanistan, the Nato-run International Security Assistance force said Monday.
Two were killed by a roadside bomb and a third died in a militant attack on Sunday. A fourth soldier was killed by a improvised explosive device on Monday, Isaf said in a statement.
“Four Isaf service members died in the last 24 hours in Afghanistan,” the statement said. All the casualties were US nationals, it added.
